We recently implemented Law #1 for some new stuff, when Jacob pointed out that the only copies of most of the JavaScript I’ve been writing lately existed on my hard drive. Subversion to the rescue!
Law #2 is more pernicious; in theory you can trust a URL not to change, or to have a redirect if it does change. And in theory you can trust an anchor in a document to stay stable. But combining the two doesn’t work even in theory, and neither one really holds in practice.
